msde admin tool ?

hi,
you proabably get this question a lot but can someone point me in the
direction of a free adminisatration tool for MSDE ?
why dont MS offer one (at least i cant find one)
(note: i have the enterprise manager but need an MSDE admin tool for sites
that dont have sql server).
